To start too early is a sure road to disappointment for both you and your puppy dog. Most dogs desire a lot of attention, but Chihuahuas appear to need lots more than lots of other breeds. This is fine and your Chihuahua will absorb it all. If something occurs in your life that doesn't permit you to spend the time with your dog that he is used to, he won't understand and is liable to react as a consequence. To avoid sulks and bad behavior the best course of action is to determine the time you can spend with one another. Make it part of your daily schedule and stick to it. Ensure that in this Chihuahua time all your attention is focused absolutely on your dog. This is a nice item about

However don't take him each time you go out, otherwise when the time comes that he cant go with you he'll not understand and there isn't any way that you are going to be in a position to explain that to him. If this is a likelihood try hard not to spoil your Chihuahua too much or else you will both suffer. Discipline for the behaviour thats acceptable. Confirm your dog can feel safe and not threatened at all points or your dog may turn out to be aggressive and unpredictable.
